Annual General Meeting – Minutes

Attendance and quorum

Presentations were made by the President and the Class Secretary. Other members of the Class Committee were present in the room.

The following National Class Associations appointed delegates were present:

BEL, ESP, FRA, GBR, GRE, HKG, HUN, ITA, JPN, LAT, POL, SVK, TUR

The meeting was confirmed to be quorate.

No votes were taken during the meeting.

Previous Minutes

The minutes of the 2025 Annual General Meeting, previously published on the Class website, were referenced.

There were no matters arising and no questions from the floor.

The previous minutes were accepted.

Chairman’s Report

The President presented his report to the meeting, providing an overview of the Class’s activities since the previous Annual General Meeting and highlighting the main developments and events during the period under review.

He expressed his appreciation to the organisers, host venues, volunteers, race officials, and all stakeholders who contributed to the successful delivery of the Class’s international and continental events. The President also acknowledged the challenges encountered throughout the year and noted the positive progress made in maintaining a strong calendar of competitions and supporting the continued growth of the Class.

The meeting noted and received the report.

 

Financial Statements

The financial statements were presented and commented on by the Class Secretary.

The meeting noted the financial position of the Class and approved the presented accounts.

There were no questions or matters arising.

Class Rule Change Submissions to World Sailing

Submission 1

Purpose or Objective

To reduce the influence of equipment on performance in the U13 division by prohibiting the use of cambered 5.0 sq.m sails.

Proposal Change CR C.9.1 b

Sailors competing in the U17 division shall use the 7.8 sq.m sail and/or the 6.8 sq.m sail; sailors competing in the U15 division shall use the 6.8 sq.m sail and/or the 5.8 sq.m sail; sailors competing in the U13 division shall use the 5.8 sq.m sail and/or any sail of 5.0 sq.m. or less without cambers with an aluminum boom and mast with maximum 75% carbon content. For the described 5.0 sq.m or less sail rules in Section F and G do not apply

Status: Approved 10 votes FOR and 8 votes AGAINST

 

Submission 2

Purpose or Objective

To allow JPN events to continue as intended by the local class.

Proposal

To add in the Techno293 Plus Class Rules, that the Notice of Race of an event may change the equipment in the Techno293 Plus Open category to be the 7.8 sail with 46cm fin.

Status: Approved unanimously

Other Matters

Tahe Outdoors

On February 27, 2026, Tahe Outdoors France Group, manufacturer of the Techno293, formally petitioned the Commercial Court of Vannes (France) for the opening of judicial reorganization proceedings under French law. This voluntary court-supervised procedure allows the company to continue trading while a structured sale process is conducted under judicial oversight.

The reorganization proceedings are designed to facilitate the transition of the business to new shareholders who can support its growth and diversification strategy within the watersports sector. Tahe Outdoors France has been a valued partner of the Techno293 Class, and we remain committed to working closely together during this transition period.

Class Statement

Regarding the situation at Tahe Outdoors in France, the Techno293 Class wishes to provide a clear and reassuring update to our sailors, organisers, and National Associations.

Our priority remains clear: stability, certainty, and the best possible experience for our sailors, organisers, and partners. The Class is taking proactive and pre-emptive steps to secure the highest standards of event delivery and equipment availability for the 2026 season, which the World Championships have proven with close to 150 delivered to Turkey.

We are in close and constructive communication with Tahe Outdoors and have received assurances that the Class remains a priority during this transition period.

Youth Olympic Games

An update on the Youth Olympic Games pathway was presented, including information on the event format, timeline, and the planned training camps in preparation for Dakar 2026.

Charter

Charter arrangements were discussed, with reference to recent events and operational experience. The importance of charter availability in supporting participation at major championships was noted.

Future Events

The Class Secretary asked for bids for 2027 events to be submitted to the Class.
